Usb Root Hub Download
I have seen this problem on Intel and ASUS website, with threads from 2013. I did not have a problem with Windows 8 or 8.1. Now that I have updated to Windows 10 I receive a Code 19 error for the Intel(R) USB 3.0 eXtensible Host Controller - 1.0 (Microsoft). When I uninstall the driver for USB Root Hub (xHCI) my USB will work a couple second after windows loads. Then the USB stops working and the device is detected with the same code 19. Is there anyway to fix this?
The temporary solution that has been working for me is to unistall USB Root Hub and then scan for hardware changes. This allows me to use my USB and mouse that goes through USB. I have to do this every time I turn on the PC though.

In addition to trying all of the posted solutions which don't work, I've tried removing the encryption and our endpoint antivirus solution using the supplied Microsoft Antivirus and BitLocker encryption instead. I've used the standard Dell OEM image new out of the box and I've created a new image using an ISO supplied by Microsoft and.CAB files with the latest drivers supplied by Dell, but nevertheless the USB Root Hub (xHCI) keeps throwing the same error, seemingly at random. These laptops are joined to a Windows Domain if that matters any. I have other Dell laptops, desktops, and servers that do not experience this issue.
I've sent a sample machine back to Dell but they claim they were unable to replicate the issue.
